Requires law enforcement agencies to notify the division when a missing military member report meets criteria: person is a military participant in the system, location is unknown, and disappearance poses credible threat to health and safety.

Directs the division to immediately issue alerts to designated media outlets upon verification of information, with alerts to include relevant details and instructions for public contact with law enforcement.

Requires the Department of Transportation to establish a plan for disseminating alert information through existing dynamic message signs across the state.

Allows military members to opt out of the green alert program through an opt-out procedure available in hard copy and electronically on the division's website.
