Amends all state and passthrough contracts with human services providers to provide retroactive incentive pay to employees designated as essential workers during the COVID-19 state disaster emergency declared by executive order 202 of 2020.

Requires state agencies to provide necessary personal protective equipment (PPE) to human services providers and permit use of contracted funds for essential worker incentive pay.

Provides a 60 percent cash advance on fiscal year 2022 contracts for human services providers, with prohibition on recouping such advances at fiscal year end.

Establishes a 3 percent annual cost of living adjustment (COLA) for all state human services program payment rates, contracts, and reimbursements effective April 1 of each fiscal year from 2022-2023 through 2027-2028, subject to available appropriations.

Forgives all not-for-profit human services debt incurred on state or local program contracts and appropriates $100 million to the nonprofit infrastructure capital investment program.
