Amends the Public Housing Law to grant the New York City Council authority to mandate reports from the New York City Housing Authority on any aspect of its operations or project conditions through passage of a local law.

Council-mandated reports must specify what information is included, reporting deadlines, whether reporting is one-time or recurring, and which local authorities receive copies.

Requires copies of all Housing Authority reports to be provided to the commissioner and classifies them as agency documents under Article 6 of the Public Officers Law.

Amends the New York City Charter to require the Council to review the Housing Authority's activities, service goals, performance, and management efficiency on a regular and continuous basis.

Mandates that the Housing Authority be assigned to a standing committee, which must hold at least one hearing annually regarding the authority's activities.
