Creates a new affordable independent senior housing assistance program under the Private Housing Finance Law, administered jointly by the commissioners of Housing and Health.

Provides grants to apartment buildings and complexes where at least 80 percent of residents are over 60 years old and living independently with household income not exceeding 60 percent of area median income.

Funds resident assistance programs designed to promote healthy living, extend independence, and improve quality of life, excluding services requiring licensure as adult care facilities or assisted living residences.

Allocates 60 percent of annual funds to urban area projects and 40 percent to rural area projects, with a portion of funds available for program administration by the Department of Health.

Takes effect immediately upon enactment.
