Establishes right for vulnerable persons subject to justice center interviews to be represented by mental hygiene legal service or private counsel at all stages of proceedings.

Requires justice center to develop procedures and protocols ensuring interviews are conducted safely and timely, considering clinical, behavioral, and other facts relating to the individual's disability, safety, and wellbeing.

Recognizes vulnerable person's ability to advocate on their own behalf by providing information to facilitate investigations that enhance their safety and the safety of others.

Mandates appropriate notification to a personal representative that a vulnerable person will be questioned or interviewed, enabling the representative to provide information necessary to protect the individual.

Takes effect immediately upon enactment.
