Amends Public Housing Law Section 37(1)(k) to require housing authorities to consult with and obtain approval from affected resident advisory boards before leasing or selling any lands, buildings, structures, or facilities owned or controlled by the authority.

Requires resident advisory board approval to be evidenced by a letter issued after a majority vote of board members as defined in 24 CFR Section 903.13.

Makes resident advisory board approval a prerequisite alongside compliance with applicable federal rules and regulations governing property disposition by housing authorities.

Takes effect immediately upon enactment.
