Defines "ongoing construction project" as any project where persons are utilizing the sidewalk shed at least ten days per month over the year immediately preceding the renewal request.

Establishes civil penalty of up to $1,000 for submitting false or misleading documentation in support of permit renewal.

Directs the commissioner to promulgate rules and regulations to implement these provisions.
