Repeals restrictions that prevented cities with populations of one million or more from adopting or amending local rent control laws that are more stringent than state regulations.

Allows cities to regulate housing accommodations beyond what state emergency housing rent control law permits, including provisions for rent establishment, adjustment, evictions, and enforcement.

Retains exemption for housing accommodations not occupied by tenants as their primary residence, unless the city housing rent agency determines the tenant maintains primary residence elsewhere.

Includes protections for domestic violence victims who have left a unit but assert intent to return, deeming them to occupy the unit as their primary residence for regulatory purposes.

Takes effect immediately and remains in force only so long as the public emergency requiring residential rent and eviction regulation continues.
