Amends the public housing law to establish a new section 156-d regarding proof of residency for remaining family members in New York City Housing Authority units.

Sets the standard of proof for demonstrating residency by remaining family members at no higher than the standard required for residents in rent-controlled or rent-stabilized housing under NYC Administrative Code chapters 4 and 5 of title 26, the 1946 Emergency Housing Rent Control Law, or the 1974 Emergency Tenant Protection Act.

Clarifies that this change does not affect income threshold requirements for determining remaining family member eligibility for public housing.

Takes effect immediately and applies to all applications for continued occupancy of NYCHA housing units submitted on or after January 1, 2021.
