Extends the cost of living adjustment (COLA) calculation period for designated human services programs from April 1, 2020 through March 31, 2021 using the U.S. Consumer Price Index for All Urban Consumers (CPI-U).

Establishes a new COLA methodology beginning April 1, 2021 through March 31, 2027 that differentiates between federally-funded and non-federally-funded human services programs.

Requires non-Medicaid-funded human services programs to use CPI-U excluding energy and food for COLA calculations.

Requires Medicaid-funded human services programs to use the Consumer Price Index for medical care services for COLA calculations.

Extends the expiration date of section one of the COLA law from April 1, 2019 to April 1, 2024.
