Establishes a fuel cell incentive program requiring the Public Service Commission to modify existing programs and allocate minimum $50 million annually from 2022-2032 for qualified fuel cell electric generating systems.

Defines "qualified fuel cell electric generating systems" as systems based on solid oxide, molten carbonate, proton exchange membrane, or phosphoric acid fuel cells manufactured and operated in compliance with applicable standards.

Requires the New York State Energy Research and Development Authority (NYSERDA) to administer the program with incentive structures including competitive procurements, standing-offers, and production or capacity incentives to maximize cost-effectiveness.

Mandates program design considerations including geographic diversity across customer classes, avoidance of long-term transmission and distribution costs, peak load minimization in constrained areas, and annual reporting on program achievements.

Requires NYSERDA to implement a separate fuel cell incentive program with minimum $15 million annual expenditures from 2022-2032 for systems installed in its service territory after January 1, 2022.
