Amends Public Service Law to require a public referendum in the municipality where a proposed major electric generating facility would be located before the State Board on Electric Generation can issue final certification.

Referendum must be held between 30 and 60 days after the board's decision and requires approval by at least 51 percent of voters for the facility to be established.

Makes issuance of a certificate mandatory if a majority of referendum voters approve the proposed facility.

Removes the existing provision that allowed a board determination of project preferability to be final and subject only to rehearing and judicial review.

Specifies that referendum financing shall be drawn from the intervener account, with additional costs financed through alternative county government law.
