Amends the Parks, Recreation and Historic Preservation Law to expand free recreational use eligibility to include cabins and cottages, not just campsites.

Extends free use benefits to veterans of U.S. wars who have received or are eligible for a federal automobile purchase allowance, along with blind, non-ambulatory, and amputee individuals.

Limits cabin and cottage use under this provision to fourteen days per year.

Permits eligible individuals to use public recreational facilities on the same terms as the general public, except without payment of fees or charges.

Takes effect immediately upon enactment.
