Creates the position of "sex offender registration officer" designated by each county to collect location information on homeless sex offenders, report to the division, and facilitate notifications and information sharing with law enforcement and other agencies.

Requires homeless sex offenders to report to their county's sex offender registration officer every 10 calendar days with updates on their location, including information about where they are spending nights and any shelter or emergency housing.

Mandates the division to include homeless sex offender status and their assigned county registration officer on the public sex offender registry.

Establishes criminal penalties of a class A misdemeanor for first offense and class E felony for subsequent offenses if a homeless sex offender fails to report as required (separate from standard registration penalties).
