Defines electric vehicles as motor vehicles manufactured for public roads with maximum speed of at least 55 mph, powered at least in part by an electric motor, and equipped with a hydrogen fuel cell or rechargeable battery of at least four kilowatt hours capacity.

Mandates tariffs evaluate costs, benefits, and ancillary expenses for faster charging rate designs across multiple scenarios predicting different electric vehicle adoption rates.

Requires utilities to make approved tariffs available to customers within 60 days of Public Service Commission approval and periodically report the number of customers enrolled and total electricity delivered.

Takes effect 180 days after becoming law.
