Defines "school grounds" to include buildings, structures, athletic fields, playgrounds, and licensed day care or educational institutions where children regularly attend.

Defines "residence" as any place where a convicted sex offender spends or intends to spend more than three nights per week, allowing for multiple residences.

Prohibits sex offenders convicted of specified offenses against victims under 18 from residing within 1,000 feet of school grounds, measured in straight lines from the center of the nearest point of ingress or egress of the residence to the nearest school property boundary.

Creates new criminal penalties: class E felony for first violation of residency restrictions, class D felony for subsequent violations; violating location-transmitting device requirements is a class D felony.

Requires sex offenders convicted of registration violations on two or more occasions to wear a location-transmitting device during probation, parole, or supervision, with costs borne by the offender unless deemed financially unable.
