Requires each local social services district to provide internet access to all individuals residing in temporary housing, including family shelters, adult shelters, domestic violence shelters, runaway and homeless youth shelters, and safe houses for refugees.

Mandates local social services districts submit their internet access plans to the state department for oversight and approval within thirty days of the act's effective date.

Requires shelters to implement and comply with approved internet access plans within eighteen months of approval.

Provides that the state shall reimburse local social services districts one hundred percent of costs incurred to provide internet access as required by this act.

Takes effect thirty days after becoming law, with authority to adopt necessary rules and regulations immediately upon enactment.
