Establishes the New York City Housing Authority Repair Certificate Program allowing the City Planning Commission to grant zoning amendments that increase allowable development density in exchange for capital repairs to NYCHA facilities.

Requires the City Planning Commission to set per-foot values for repair certificates and maximum floor area ratios for newly zoned areas, updated annually based on New York City metropolitan area housing cost increases.

Creates an Office of Repair Certification within NYCHA to administer the program, establish eligible repair projects with estimated values and priority rankings, and review developer applications within specified timeframes.

Requires developers seeking zoning benefits to select from a list of eligible NYCHA repair projects equal in value to the zoning benefit, preferably within the same neighborhood as the proposed zoning amendment, and submit project plans and cost estimates within 30 days.

Mandates NYCHA award repair certificates upon completion of approved projects and notify the City Planning Commission within 14 days; takes effect 180 days after enactment.
