Requires the environmental conservation commissioner to review existing state policies regarding provision of free or reduced fee hunting and fishing licenses, in consultation with the conservation fund advisory board.

Mandates the commissioner submit findings and analysis to the governor, temporary president of the senate, speaker of the assembly, and minority leaders of both chambers.

Requires the commissioner's submission to include an analysis of the fiscal impact on the conservation fund from providing free or reduced hunting and fishing licenses to additional individuals or groups.

Takes effect immediately upon enactment.
