Allows owners of master-metered residential rental buildings to apply to the Public Service Commission to convert to submetering systems with specified conditions and approval requirements.

Requires applicants to notify all tenants within 30 days of filing, including information about public comment periods, hearings, application access, economic advantages, metering system reliability, rate calculation methods, and complaint procedures.

Mandates applicants submit thermal characteristic studies, 24 months of electrical usage records, projected submetered rates by unit type, and plans to replace non-energy star appliances with energy star rated ones.

Requires the Public Service Commission to hold a public hearing at least 30 days before approval or denial and grants tenants the right to request an independent energy analysis at the applicant's expense if 50 percent of tenants request it.

Establishes a two-tiered approval process with initial conditional approval lasting one year, after which applicants may request final approval by submitting actual metered usage data from the conditional period.
