Creates a Division of Veterans' Business Development within the Office of General Services to certify and promote veteran-owned business enterprises in state contracting.

Defines certified veteran-owned business enterprises as businesses that are at least 51% owned by veterans, independently operated, and employ no more than 300 employees based on industry standards.

Requires the Commissioner of General Services to develop rules within 90 days establishing statewide participation goals for veteran-owned businesses on state contracts exceeding $25,000 (or $100,000 for real property contracts).

Mandates annual reporting to the Governor and Legislature on certified veteran-owned businesses, contract numbers, certification applications, denials, and appeals outcomes.

Authorizes the reservation or set-aside of certain state procurements for veteran-owned businesses and expires five years after the law takes effect.
