Removes the seasonal limitation (May 1 to November 15) on state liability for damages caused by defects in state highways.

Makes the state liable for highway defects on all highways maintained by the state, provided the state received actual or constructive notice of the defects.

Clarifies that the state is not liable for defects in bridges over which it has no control.

Specifies state liability within incorporated villages is limited to the width of pavement constructed or improved at state expense, as determined by the centerline shown on department plans.

Takes effect immediately and applies to any cause of action that accrues on or after the effective date.
