Amends Public Buildings Law Section 83 to require cool roof standards for new state agency buildings with flat roofs or substantially renovated flat roofs to increase solar reflectance and thermal emittance.

Mandates the Office of General Services establish cool roof standards and regulations that require use of materials including inherently cool roofing materials (white vinyl), coated roofs and white paint products, or green roofs using plant-based materials.

Maintains existing green construction requirements for all new state buildings and substantial renovations while adding specific cool roof compliance requirements.

Takes effect immediately upon enactment.
