Adds new section 1-108 to New York Election Law prohibiting private individuals, partnerships, corporations, associations, organizations, and other non-governmental entities from paying for referendum administrative expenses.

Applies to mandatory and permissive referendums conducted by counties, cities, towns, villages, or special districts on ballot questions submitted to all voters.

Prohibits both direct and indirect payment or use of money or property for referendum expenses, including costs for equipment, materials, and personnel.

Takes effect immediately upon enactment.
