Establish a goal of 100 percent clean renewable energy (solar, wind, geothermal, tidal) by 2030 with zero net greenhouse gas emissions, with interim targets of 40 percent by 2024 and 70 percent by 2029.

Phase out all nuclear plants by 2027 and prohibit biomass/biogas; ban new state permits for fossil fuel infrastructure and discontinue state investment in fossil fuel distribution, processing, and extraction.

Require new vehicles sold in New York to be all-electric or zero-carbon emissions by 2027, and all new structures constructed after 2024 to be net-zero emission buildings with renewable heating and cooling systems.

Establish a state climate action plan, climate action council, state renewable energy board, and climate justice working groups to implement goals; utilities must submit compliance plans and face fines of two times the marginal cost difference between fossil fuels and renewable energy for non-compliance.

Create a renewable energy revolving fund supported by appropriations and utility fines, with separate accounts for renewable energy loans/grants, displaced worker training and relocation assistance, and locality revenue reimbursement; grant legal standing to any New York resident over 21 to sue for enforcement.
