Removes authority of local election boards to make their own rules regarding filing and disposition of petitions, certificates, objections, and specifications, replacing it with statewide standardized requirements.

Allows candidates and objectors to designate attorneys or agents to receive notices and represent them in proceedings, with such designation to include name, address, email, and telephone number.
