Establishes a crisis intervention demonstration program in cities with populations of one million or more to assist law enforcement in responding to mental health and substance abuse crises.

Creates a crisis intervention team training program coordinator position within the office of mental health to coordinate training with law enforcement agencies and manage a crisis intervention team training fund.

Requires a minimum of 40 hours of mandatory mental health training for law enforcement officers and establishes criteria for crisis intervention team development and implementation.

Allocates up to one million dollars from the state general fund to support training and community coordination costs for participating law enforcement agencies.

Establishes a 13-member advisory committee including mental health consumers, family members, law enforcement representatives, and mental health professionals to review program progress and make recommendations.
