Allows county or state boards of elections to authorize an additional voting day when emergencies (fire, earthquake, tornado, explosion, power failure, sabotage, enemy attack, or state of emergency) make voting impossible and cannot be mitigated during scheduled voting.

Sets additional voting day within 20 days of original election date with polls open minimum 11 hours; requires notice to media outlets, clerks, municipal attorneys, and website posting at least one week before additional voting day.

Permits voting machines from original election day to be reused with security seals; only registered voters who did not vote on original election date may vote on additional day.

Allows county or state boards to extend filing deadlines for up to two business days when disasters or emergencies substantially impair the ability to make required filings under election law.

Allows county or state boards to postpone party caucuses and related filings for up to one week from originally-scheduled date when disasters or emergencies substantially impair the ability to convene caucuses and make candidate nominations.
