Requires the Department of Corrections commissioner to provide an annual report by March 31st each year (starting March 31, 2022) to legislative leaders and correction committee chairs on inmate mortality investigations.

Annual report must include cause of death, inmate demographics (age, gender, race, ethnicity), sentence length, commitment offense, facility information, location of death, disciplinary status, specialized care status, and burial or next-of-kin retrieval information.

Annual report must analyze apparent trends in inmate mortality and compare data to historical statistics.

Requires detailed preliminary reports within seven days of all inmate deaths (including suicides) specifying the inmate's name, death circumstances, investigation status, and whether other individuals were injured or referred for prosecution.

Becomes effective 120 days after enactment into law.
