Department of Corrections must submit a written report to the legislature at least 365 days before closing any correctional facility or institution.

Report must include justification for the proposed closure and the legislature may require additional information or data as deemed necessary.

If the legislature or appropriate committees find the proposed closure is not justified after reviewing the report, closure cannot occur until approved by a majority vote of each house of the legislature.

Act takes effect 30 days after becoming law, with authorization for necessary rule and regulation implementation.
