Authorizes party designations and nominations (except primary elections) to be held via video conference with at least 72 hours' notice to committee members by mail, email, text, or telephone call.

Requires notice to include instructions for accessing the video conference and mandates that presiding officers afford fair and appropriate opportunities for eligible participants to listen, hear, and be heard similar to in-person meetings.

Permits certificates of designation or nomination, minutes, authorizations, and acceptances to be executed separately by signatories, with acknowledgements and oaths performed or administered remotely under Executive Order 202.7 of 2020 for remote notarizations.

Allows proxy voting at party caucuses, meetings, and conventions held in 2021, with each eligible person permitted to hold up to ten proxies (unless party rules allow more), with proxies revocable by written notice or the grantor's attendance.

Bill takes effect immediately and expires and is repealed on December 31, 2021.
