Prohibits public entities from altering, destroying, reconfiguring, adjusting, changing, modifying, or moving veterans' memorials, except when reasonably necessary.

Requires public entities that created or accepted a gift of a veterans' memorial to maintain it in a reasonable manner.

Defines "memorial" as any park, monument, field, building, structure, artwork, tablet, plaque, or similar structure donated to or constructed by a public entity as a tribute to veterans of wars, conflicts, or police actions involving U.S. armed forces or the New York National Guard.

Prohibits public entities from restricting public access to memorials except as reasonably necessary.

Takes effect immediately upon enactment.
