Establishes the New York State Justice Reinvestment Fund under joint custody of the State Comptroller and Commissioner of the Division of Criminal Justice Services to distribute grants to qualified entities.

Creates the New York State Justice Reinvestment Program to support partnerships between state and local criminal justice agencies, courts, district attorneys, and community organizations focused on inmate re-entry, incarceration alternatives, and family support programs.

Defines qualified entities as not-for-profit or faith-based organizations providing services such as re-entry support, job development, housing assistance, incarceration alternatives, and community-based drug treatment programs in communities with higher concentrations of offenders and ex-offenders.

Requires qualified entities to submit strategic plans demonstrating how their programs will reduce crime and recidivism, subject to commissioner approval and regulations.

Appropriates $10,000,000 from the general fund to the Justice Reinvestment Fund for administration of grants to selected qualified entities.
