Requires the Department of Corrections and Community Supervision to develop and implement a pilot program providing inmates with tablet devices containing secure email, educational programs, and recreational programs

Pilot program must include at least 30 non-internet based tablet devices with programs tailored to inmate needs related to health, age, education, religion, vocational training, and other relevant characteristics

Tablets must enable secure email communication to allow inmates to contact family members, attorneys, community members, organizations, and the department itself

Department must issue a report to the governor and legislature one year after the pilot program commences assessing impacts on facility safety, inmate behavior and performance, and other indicators of tablet value in correctional settings

Act takes effect one year after becoming law
