Authorizes the city to commence legal action to compel repairs upon consent of more than 50% of tenants, and to prevent removal or destruction of essential structural, mechanical, and electrical systems.

Establishes a lien on the property equal to repair costs plus administrative fees if repairs are not completed within 90 days of judgment; assigns a community-based housing development corporation to manage the repairs.

Requires property owners to reimburse the city for repair costs with interest and penalties; mandates relocation assistance or comparable housing for tenants displaced during repairs.
