Amends the parks, recreation and historic preservation law to grant free use of state parks to family members of individuals who died while serving in active military, naval, or air service during wartime.

Permits eligible family members to use state parks under the same terms and conditions as the general public, except without paying any fees or charges.

Takes effect 60 days after becoming law, with authority granted to develop and complete necessary rules and regulations for implementation by the effective date.
