Repeals the public financing provisions (Title I and Title II) of Article 14 of the election law relating to state campaign financing.

Repeals section 92-t of the state finance law and subdivision 5 of section 95 of the state finance law relating to the New York state campaign finance fund.

Repeals section 630-h of the tax law relating to the New York state campaign finance fund check-off.

Establishes new contribution limits based on enrolled or registered voters in the relevant district, ranging from $4,000 to $25,000 for statewide races and $2,500 to $6,250 for state senator and assembly races, with adjustments for cost of living every four years.

Removes references to participating candidates in the public campaign financing system and eliminates the ability of such candidates to contribute three times the applicable limit to their own authorized committees.
