Database must contain details about allegations including type (use of force, racial profiling, sexual misconduct, unlawful stop/search/arrest, etc.), date, location, investigation status, findings, and disciplinary actions taken.

Requires all police departments, county sheriffs, and state police superintendent to report all required information to the division on a monthly basis, with database updates occurring monthly.

Applies to all records regardless of when created or investigation outcome; excludes names and identifying information for persons other than subject officers; data must be available in machine-readable format without registration or usage restrictions.
