Allows pet food manufacturers registered under Agriculture and Markets Law section 129 to apply for New York State designation or certification of pet food as "human food grade"

Requires "human food grade" pet food to be suitable for human consumption and produced in compliance with recommendations or guidelines from voluntary membership associations of local, state, and federal animal feed regulatory agencies, or federal government standards

Mandates that any label, advertisement, or representation claiming "human food grade" status must include words, symbols, or images of equal size clearly indicating the product is intended for pet consumption

Prohibits labeling any product as New York State designated or certified "human food grade" unless it has received such designation or certification under this section

Establishes that designations or certifications are valid for two years from issuance or renewal, with the commissioner required to promulgate implementing regulations within 180 days of the law taking effect
