Expands the definition of "disability" in executive law to include conditions that substantially limit major life activities, specifying examples such as caring for oneself, walking, breathing, learning, communicating, and operating major bodily functions.

Prohibits discrimination against people with disabilities accompanied by therapy dogs or cats regardless of breed, extending protections beyond traditional service animals to include animals trained to aid emotional and physical health.

Amends the agriculture and markets law to define "therapy dog or cat" to include animals trained in hospitals, nursing homes, retirement homes, personal residences, and other settings, and clarifies they do not need to qualify as federal or state service animals.

Expands state veterans' service agency responsibilities to include assistance with housing services and instances of discrimination, in addition to existing duties related to education, health, employment, and other veterans' services.

Takes effect immediately upon enactment.
