Requires correctional institutions and local facilities to provide breast pumps and related collection and storage materials to incarcerated mothers whose children are with them, through the child's first year of age or until 18 months if the mother is paroled shortly after the child turns one year old.

Mandates facilities permit mothers whose children are not present to collect and store breast milk and designate an individual to retrieve and deliver stored milk to their child, with facilities providing necessary pumps and materials.

Requires all institutions and local correctional facilities to obtain necessary supplies and equipment to comply with these provisions within six months of the law's effective date.

Directs the Commissioner of Corrections and Community Supervision to promulgate rules establishing a uniform breastfeeding and lactation policy including manual and electric pumps, private pumping spaces, lactation education, peer counselors, and weaning support based on current best practices.

Specifies that inmate participation in any breastfeeding and lactation policy is voluntary, with inmates protected from negative consequences for choosing not to participate.
