Commissioner of Corrections shall establish an addiction counseling program in conjunction with the Office of Alcoholism and Substance Abuse Services at state correctional facilities.

Inmates screened and determined to have a substance use disorder shall be offered voluntary placement in the addiction counseling program.

Participating inmates work with authorized specialists to develop individualized treatment plans including appropriate counseling levels.

Commissioner shall establish standards and guidelines for equivalent addiction counseling programs in county jails and county correctional facilities.

Act takes effect immediately upon enactment.
