Allows party caucuses, meetings, and conventions for 2021 elections to be conducted remotely via telephone or video conference with supplemental notice given at least five days before the meeting.

Permits voters to hold up to two proxies at party caucuses and meetings in 2021 (unless existing party rules authorize more proxies).

Reduces required petition signatures for 2021 elections to 70 percent of the statutory minimum for party designating petitions and independent nominating petitions.

Expands absentee voting by treating COVID-19 virus contraction as sufficient cause, sending applications to all voters, allowing electronic applications via phone/email/internet, and requiring postage-paid return envelopes.

Establishes minimum early voting sites at one per 50,000 voters per county and one per town/city, with sites open until 9:00 pm; modifies procedures for ballot counting, uniform envelopes, and voter information mailings.

Expires January 31, 2022.
