Amends Correction Law Section 623 to require state and local correctional facilities to provide at least one telephone per every ten incarcerated people in each housing unit.

Maintains existing requirements that telephone service contracts emphasize lowest possible cost to users and comply with state finance law procurement provisions.

Allows facilities to offer either prepaid, collect call, or combined telephone systems, with collect call providers required to allow account establishment for advance payment.

Prohibits the department from accepting revenue exceeding reasonable operating costs for administering telephone services.

Takes effect 180 days after becoming law.
