Amends Election Law Section 3-106 to require the State Board of Elections to include specific prohibitions against deliberate misrepresentation of a candidate's character or fitness in the "fair campaign code"

Prohibits the use of a candidate's image, name, or likeness in a misleading manner as part of fair campaign conduct standards

Adds these misrepresentation prohibitions to existing ethical standards that already address political espionage and subversion of political parties and processes

Takes effect immediately upon enactment
