Creates a Division for Mental Health Treatment Equity within the mental hygiene law, staffed by a full-time director and additional staff as deemed necessary by the commissioner.

Establishes a 12-member advisory council appointed by the governor, with 3 members recommended by the senate temporary president and 3 by the assembly speaker, with the commissioner serving as chairperson.

Defines "vulnerable populations" as those experiencing injustices based on race, ethnicity, sexual orientation, gender identity, disability status, age, military status, socioeconomic status, or other sources of disadvantage.

Directs the division to analyze treatment disparities, develop strategies to achieve mental health equity in racially and ethnically diverse areas, conduct educational outreach, and review laws and policies affecting treatment equity.

Takes effect on April 1, 2022.
