Prohibits campaign contributions to gubernatorial candidates and committees from entities with state contracts, grants, or financial agreements (or their officers, directors, majority shareholders, managers, attorneys, or lobbyists) within 36 months before or after entering into or seeking such agreements.

Prohibits campaign contributions to attorney general candidates and committees from entities involved in contracts, grants, or agreements drafted, reviewed, approved, or enforced by the Office of the Attorney General, or licensed/regulated by state agencies, within 36 months before or after such involvement.

Prohibits campaign contributions to comptroller candidates and committees from entities with state contracts, grants, or agreements reviewed, approved, or audited by the Office of the Comptroller, or in which the comptroller has invested state pension funds.

Requires governmental agencies to provide written notice to contractors and prospective contractors about contribution prohibitions, with warnings that violations may result in contract voidance and a one-year ban on future state contracts.

Allows violations to be cured if improper contributions are returned within 30 days of receipt or by the applicable filing date for the reporting period in which the contribution was made.
