Prohibits public assistance to individuals age 5-35 who lack a high school diploma or high school equivalency diploma and are not enrolled and participating in good faith in a program to obtain one.

Creates exceptions for individuals determined by medical, psychiatric, or other professional assessment to lack capacity to complete the coursework.

Allows local social services districts to determine that education is not practical or cost-effective based on employment background, job training, career development credentials, work skills, health, disability, unavailable programs, or other factors.

Directs the Commissioner of Temporary and Disability Assistance to promulgate regulations necessary for implementation.

Takes effect 120 days after becoming law.
