Enacts the "Voter Registration Integrity Act" to amend New York election law regarding voter registration documentation requirements.

Requires first-time voter registration applicants to provide documentation of New York residency plus one of the following to establish U.S. citizenship: an original or certified birth certificate, valid U.S. passport, certificate of naturalization or citizenship, or other documentation the board of elections determines establishes citizenship.

Applies the same citizenship documentation requirements to voter registration applications submitted without in-person appearance, in addition to existing residency documentation.

Becomes effective 60 days after enactment, with the board of elections authorized to adopt necessary rules and regulations immediately upon passage.
