Authorizes state board of elections commissioners to solicit requests for proposals for voting machines or systems to be certified for use in New York state.

Requires all requests for proposals to mandate that vendors pay a fee equal to the cost of examining the proposed voting machine or system before examination occurs.

Increases the minimum service warranty period for voting machine contracts from five years to ten years, including training, assistance, and maintenance without additional cost.

Requires vendors to provide a written guarantee to keep machines and systems in good working order for at least ten years and to post a sufficient bond guaranteeing compliance with training and service obligations.

Takes effect immediately upon enactment.
